European Union leaders will meet in Brussels today for a summit likely to be dominated over whether or not the Lisbon Treaty should be reopened.

European Union leaders will meet in Brussels today for a summit likely to be dominated over whether or not the Lisbon Treaty should be reopened.

Germany and France agree it may be necessary in order to strengthen sanctions against countries which breach deficit rules or to make permanent the special EU bailout fund agreed in May at the height of the Greek debt crisis.

Taoiseach Brian Cowen is expected to argue that if any change is to the treaty is needed, then it should be limited in scope.

Germany has argued strongly that the temporary EU bailout fund agreed last May needs to be put on a permanent footing. It is due to lapse in 2013.
